Richard Brower has been appointed chairman of the Department of Medical Education at the Texas Tech Paul L. Foster School of Medicine. Most recently Brower was a clinician medical educator in the Department of Medical Education. He is a fellow of the American Academy of Neurology and board certified in Clinical Neurophysiology by the American Board of Clinical Neurophysiology. He specializes in the clinical management of epilepsy and is involved in phase II and III investigational antiepileptic drug trials. Last year, he was selected to participate in the Harvard-Macy Institute Program for Educators in the Health Professions.

Michael Escamilla has been appointed professor and chair of the Department of Psychiatry at the Texas Tech Paul L. Foster School of Medicine. He also directs the school’s Center of Excellence in Neurosciences. He has taught medical students, residents, and post-doctoral fellows at the University of Texas Health Sciences Center at San Antonio and the University of California, San Francisco. He also serves as a reviewer for several journals and as a National Institutes of Health grant reviewer. He completed his bachelor’s degree at Harvard University and master’s degree at the University of Texas Southwestern Medical School in Dallas.

Gurjeet Shokar has been appointed professor and chair of the Department of Family and Community Medicine at the Texas Tech Paul L. Foster School of Medicine. Most recently he was a professor of family medicine at the University of Texas Medical Branch at Galveston. He has remained active as a clinician and has been recognized as one of the “Best Doctors in America” since 2005. He completed medical school at Dayanand Medical College in India.

Helen of Troy, one of three publicly traded companies headquartered in El Paso, has entered into an agreement with Phoenix-based Innovative Brands to acquire the Pert Plus hair care and Sure anti-perspirant businesses. Helen of Troy designs, develops and markets brand-name personal care and household consumer products. The company expects that the brands will generate $65 million in annual sales for its Idelle Labs division. It continues to look for similar acquisitions.

Sabrina Braun has been appointed to the position of administrative director of medical/surgical nursing units at Del Sol Medical Center. She will oversee policies, procedures, standards and objectives for the hospital’s medical/surgical units. Most recently she was the medical/surgical unit director. Braun has worked at Del Sol Medical Center for four years.

A Rotarian bicycling across the country will make a stop in El Paso on Thursday. Dennis Dorman is riding from San Diego, Calif., to St. Augustine, Fla., to help eradicate polio, a longtime project of Rotarians around the world and here in El Paso. A reception will be held for him at the regular meeting of the Franklin Mountain Rotary Club Thursday at 6 p.m. at the Golden Corral banquet room, 4610 Transmountain.

El Paso Water Improvement District general manager Jesus Reyes has been elected president of the Texas Irrigation Council. He replaces Sonia Kaniger who held the seat for four years. The council deals primarily with lobbying for atate and federal funds, legislation on issues pertaining to infrastructure, water rights and establishing laws protecting irrigation districts. The group is responsible for bringing millions of dollars to the different irrigation districts in Texas.

Patricia Villalobos, chair of the Workforce Solutions Upper Rio Grande board, was elected to the National Association of Workforce Boards. She is the first board member from Workforce Solutions elected to serve on the national board and is the only NAWB board member from Texas. She will serve a three-year term.

The International Council of Shopping Centers has awarded Freedom Crossing at Fort Bliss a gold U.S. MAXI Award in the public relations category. It was awarded for its “We Are Making History” campaign launched to introduce the lifestyle mall to the local community, the military and the shopping center industry. The center is on track to be completed by November.

El Paso Water Utilities has promoted Scott Reinert to the position of water resources manager. Most recently he worked as an engineer for the utility and has served as project manager for various EPWU improvement projects. He has been with the utility since 1999. He earned a master’s degree in Civil Engineering from Colorado State University.

U.S. Rep. Silvestre Reyes announced that El Paso’s new passport agency will be located Downtown in the Anson Mills Building at 303 N. Oregon. The project is funded by the American Recovery and Reinvestment Act, and will employ over 30 workers, the majority of whom will be hired from the El Paso area. The facility will be the first full-service passport agency in El Paso, with the capacity to not only accept passport applications but also issue passport books and passport cards. It will feature nine service counters for the public. Right now, 23 such passport agencies exist in the United States. The passport agency will be complete late fall.

The Texas Public Relations Association awarded Keri Moe, assistant professor of communication at El Paso Community College, its New Member Achievement Award. The award recognizes service to TPRA and the Public Relations Association of Texas. Moe is the immediate past-president and a founding member of the Public Relations Association of the Southwest. In 2007, she was a Fulbright Scholar and completed research in Morocco on the use of public relations in non-governmental organizations in North Africa.

Sierra Medical Center earned full Cycle III accreditation with PCI from the Society of Chest Pain Centers’ Accreditation Review Committee. The accreditation process insures centers meet or exceed quality-of-care measures in acute cardiac medicine. The facility will be eligible for a third reaccreditation review in three years.

Sierra Providence Health Network announced it will offer the Versant nurse residency program. It is a comprehensive education and training system designed specifically to transition newly graduated registered nurses from students to safe, competent professional practitioners. The program will start at Providence Memorial Hospital and then eventually be adopted by other SPHN facilities such as Sierra Medical Center and Sierra Providence East Medical Center.

The El Paso Chapter of the Federal Bar Association has sponsored the El Paso Federal Bar Association Law School Scholarship. The $1,000 scholarship will be awarded to an outstanding student from El Paso who is beginning law school this fall at an ABA-accredited law school. The scholarship is awarded based on the applicant’s academic achievements, community involvement and dedication to the study of law. The application deadline is May 1. Denese Watkins, executive director of the Alzheimer’s Association STAR Chapter in El Paso, went to Washington, D.C. for the Alzheimer’s Association Action Summit Advocacy Forum. She has been with the organization for 15 years and became involved when she solicited help for her mother who had Alzheimer’s.

Brown McCarroll law firm partner Mark Walker presented a paper on “Extraordinary Remedies,” to the Texas Association of Defense Counsel, in Vail, Co. The Texas Association of Defense Counsel has selected him as its first historian. Kathleen Campbell Walker, head of Immigration and International Trade Group of Brown McCarroll, served as the course director and Brown McCarroll partner Edward Rios as a speaker at the State Bar of Texas advanced immigration law course in Houston. Rios spoke on “Spotting Inadmissibility and Waiver Options.”

Griffin Canak, chief technology officer for Varay Systems, was invited to attend the Microsoft Live@edu Partner Conference in Bellevue, Wash. The focus of the conference was on the development and implementation of solutions for K-12 and higher education.

The GECU Business Services Department has outgrown its current location and has moved. It is now located at the local credit union’s operations center at 1225 Airway. It offers loans and other services to area businesses.

Sundt Construction, Inc., Tempe, Ariz., has been awarded a $5.5-million firm-fixed-price contract. It will provide materials, equipment and labor for the construction of the Combat Aviation Brigade Hot Refuel Facility at Fort Bliss. Construction will be finished by the end of this year.

On April 6, shoppers at the JC Penney at Cielo Vista Mall will have the opportunity to round up their purchases to the nearest whole dollar and donate the difference to Boys & Girls Clubs of El Paso to support quality afterschool programs in El Paso. JCPenney has partnered with Boys & Girls Clubs of El Paso to provide children in need with access to life-enriching afterschool programs that foster their academic, physical and social development.
